In private discussion of wording of draft note
to Wai chal-pu with Teichman United States Minister
defined his attitude clearly as follows.
1. thited States government were prepared to
give fullest support to customs against strike committee, possibly even to extent of affording armed protection against strike picquets, to discharging of cargo from American ships into customs godowas but they would resent any attempt on our part to lead them beyond particular customs issue into siding with us in our difficulties with Cantonese, and he took atrong exception to suggestions he ascribed Sir J. Jamieson for peaceful blockade of Canton with object of bringing anti-British boycott to an end.
2. United States government would probably refuse to take part in any further naval demonstra- tion to protect customs against seizure by Cantonese
authorities.
